Dr Tonderai Kapesa

Research Consultant

Dr. Tonderai Kapesa is a highly accomplished academic and public finance consultant specializing in public financial management, governance, and economic development within the Southern African region. His expertise is built on a foundation of a PhD in Accounting and extensive practical experience, allowing him to provide a unique blend of rigorous research and strategic, evidence-based solutions. Dr. Kapesa’s work is dedicated to enhancing financial sustainability, promoting good governance, and developing innovative frameworks to address critical development challenges for governments, development partners, and non-state actors.

His core areas of expertise are centered on the critical intersection of finance, policy, and public administration. He possesses deep knowledge in Public Financial Management (PFM), with a focus on legislative reform, institutional strengthening, and compliance assessment in the SADC context. His doctoral research provided a specialized capability in Public Infrastructure Financing, leading to the design of innovative financing frameworks for major public projects. This is complemented by his extensive experience in local government financial management, where he has worked on improving revenue mobilization, budgeting, fiscal decentralization, and the overall financial sustainability of municipalities. His skills also extend to fiscal and public debt management, as well as providing insightful governance and accountability solutions that foster transparency and effective citizen engagement.

Academic and Research Contributions

As an accomplished researcher and educator, Dr. Kapesa holds a PhD in Accounting from Nelson Mandela University, where his thesis established a framework for public infrastructure financing. He currently serves as a Lecturer at the University of Zimbabwe, where he supervises PhD candidates and mentors the next generation of researchers.

His influential body of work includes co-editing two books: Financial Sustainability of Local Governments in Southern Africa and the forthcoming Sustainable Development in Southern Africa: The Critical Role of Public Governance. He has authored and co-authored numerous book chapters on Public Financial Management and innovative financing mechanisms. His peer-reviewed journal articles, which are widely published, explore a range of topics. Dr. Kapesa’s standing in the academic community is further demonstrated by his service as a peer reviewer and academic expert for university program accreditations in Namibia and as an external examiner for institutions in Zimbabwe and South Africa.

Consultancy and Project Experience

Dr. Kapesa has a proven track record of providing high-impact consultancy services to prominent organizations, delivering actionable, evidence-based solutions on a range of complex development and policy issues. He has served as a Fiscal and PFM Expert for the African Forum and Network on Debt and Development, conducting a comparative analysis of PFM legislation in Zambia, Zimbabwe, and Malawi. He was a key consultant for the USAID-funded Local Works Zimbabwe Youth Program, where he developed a comprehensive sustainability plan, and his work for the SADC Parliamentary Forum involved creation of a scorecard to evaluate member states’ PFM laws. He has also contributed his expertise to the review of budgets for local authorities in Zimbabwe for the Ministry of Local Government.
