His expertise is built on a foundation of a PhD in Accounting and extensive practical experience, allowing him to provide a unique blend of rigorous research and strategic, evidence-based solutions. Dr. Kapesa’s work is dedicated to enhancing financial sustainability, promoting good governance, and developing innovative frameworks to address critical development challenges for governments, development partners, and non-state actors.

He possesses deep knowledge in Public Financial Management (PFM), with a focus on legislative reform, institutional strengthening, and compliance assessment in the SADC context. His doctoral research provided a specialized capability in Public Infrastructure Financing, leading to the design of innovative financing frameworks for major public projects. This is complemented by his extensive experience in local government financial management, where he has worked on improving revenue mobilization, budgeting, fiscal decentralization, and the overall financial sustainability of municipalities.
